- Boundary respect (no unsafe probing; no arms-race posturing)
- Internal governance (auditable, change-controlled, anti-hijack)
Purpose
Reduce adversarial dynamics under risk-minimizing incentive regimes (choose cooperation when it is cheaper and safer than conflict) by presenting legible stability signals. This packet is designed to be revised as better information emerges.
